Abstract: As part of this work, a comparative analysis of the models of innovative development of raw materials and high-tech industries of the Russian Federation has been carried out. The relevance of the research is determined by the need to develop strategies to improve the efficiency of key sectors of the national economy in the context of ensuring technological sovereignty and adapting to conditions of significant geopolitical instability. The purpose of the study is to identify and theoretically substantiate systemic imbalances and points of potential convergence between the models of innovative development of the raw materials and high-tech structures of the domestic economy, followed by the development of a practice-oriented mechanism for their interaction. The methodological basis of the research is an integrated approach that integrates general scientific and special methods of economic analysis. The specific result of the research is the development of an integrated program (roadmap) for interaction between the raw materials and high-tech sectors aimed at overcoming systemic imbalances and realizing a synergistic effect to strengthen the technological sovereignty of the Samara region. The results of the study provide an analytical basis for the formation of joint projects between the raw materials and high-tech sectors, contributing to import substitution and strengthening technological sovereignty at the regional level. The materials of the work can also be used in the educational process in the training of specialists in the field of strategic and innovative management.
