Abstract: The article considers the problem of developing a monitoring system for the implementation of organizational and financial instruments for the Siberian conurbation as a polycentric functional-spatial system of “nodes – links – flows”. The relevance of the study is determined by the fact that the development of a conurbation cannot be assessed only by the adoption of managerial decisions, the creation of coordination bodies or the absorption of capital investments. Evidence-based governance requires a system of indicators reflecting actual changes in connectivity, accessibility, service quality, inter-node flows, project portfolio sustainability and de-agglomeration constraints. The purpose of the article is to develop a methodological approach to monitoring the implementation of organizational and financial instruments for the development of the Siberian conurbation. The study applies systemic, process, portfolio, indicator-based and comparative-analytical approaches, as well as elements of cost-effectiveness analysis, life cycle costing and multi-criteria decision analysis. The article proposes formulas for assessing accessibility, economic distance, life cycle cost, cost-effectiveness of achieving KPI, integrated project scoring and monetary assessment of the conurbation effect. A KPI monitoring map is formed, distinguishing between implementation outputs and socio-economic outcomes. It is substantiated that monitoring should act not as a reporting procedure, but as an independent contour of the organizational and economic mechanism ensuring project portfolio adjustment, CAPEX/OPEX redistribution and improved interregional governance.
