Abstract: The article addresses methodological and practical issues of strategizing the socio-economic development of the Siberian conurbation as a complex polycentric entity. In the context of the transition to network and polycentric models of spatial development, the author substantiates the need for a special approach, distinct from traditional regional planning and management. The object of strategic management is not an administrative territory, but a system of intermunicipal linkages, interterritorial labor and real estate markets, transport logistics, resource flows, and functional roles between the nodes of the economic system. A key result of the research is the development of a hierarchical objective function for the conurbation's development. This function is aimed at maximizing the integral socio-economic effect by enhancing spatial connectivity, fostering functional specialization of the conurbation's territories, diversifying the economy, and improving the quality of life within demographic and infrastructural constraints. The methodological framework of the work combines spatial, sectoral, and systemic approaches, as well as the principles of modern strategic theory. This foundation is intended to subsequently enable the proposal of a comprehensive model for strategizing the sustainable development of the Siberian conurbation.
