Abstract: The socio-economic development of Russia is shaped by the development of all its constituent entities. The spatial heterogeneity of Russia's territory in terms of geographical location, mineral resources, and population size (labor force) necessitates a unique and non-standard approach, which manifests itself in the development of regulatory framework at the level of each specific region. In conditions of limited resources, regions strive to obtain additional benefits through creating favorable business environments, attracting additional investments, and establishing management systems that would contribute to economic growth. Understanding where exactly the greatest benefits can be derived from development allows for targeted support projects, formation of cluster relationships, and specialization. Examining the processes of agglomeration effects' development within the Siberian conurbation under conditions of depopulation will help identify economically promising sectors aimed at regional economy’s development and diversification.
