Abstract: The article examines the current problems of labor mobility in the old industrial regions of Russia on the example of the Kemerovo region – Kuzbass and approaches to their solution. The authors identified the main difficulties and stable trends in the development of the demographic situation, in solving housing problems of the population, as well as in changing the main factors of the development of manufacturing industries in the national and regional economy. Using the example of the Kemerovo region, the authors substantiate and propose possible directions for restoring the shortage of labor resources in the old industrial regions of Russia. The paper examines the experience of targeted support to employers promoting the mobility of labor resources in other regions and the practice of implementing state support in the subjects of the Russian Federation and in the Kemerovo region. An attempt has been made to find new sources of human capital growth as intensification factors, without which further industrial development of the regional economy becomes very difficult. The thesis is proved about the possibility and necessity of using economic instruments that contribute to solving the personnel problem and contribute to the accelerated development of the regional economy by attracting and using new human resources in high-tech and knowledge-intensive industries, which will not only solve the problem of personnel "hunger" in industry, but also provide a multiplier effect in the financial and construction industries.
