Abstract: For several years now, Russian enterprises in knowledge-intensive and high-tech industries have been forced to operate under intense sanctions pressure from Western countries. The purpose of the work is to identify the main problems and threats related to this, prospects for further development, as well as substantiate the mechanism for supporting and activating the activities of enterprises in this field. The analysis shows that the problems are systemic in nature and contain a whole range of threats, to one degree or another related to ensuring national security – causing damage to strategically important industries, undermining the technological power of the state, slowing economic growth, etc. The diagnosis of problems and threats, as well as the study of the experience of states that have not only been under sanctions pressure for a long time, but have also developed quite successfully, have allowed us to identify a number of main areas on which to focus our efforts: import substitution of equipment, technologies and materials; interaction with "friendly" states; development of the personnel component. To do this, the author suggests using the following key tools: increased R&D spending; public procurement, preferential tax policy; alternative financial systems to circumvent Western sanctions; preferential lending programs. All this is combined into the proposed comprehensive mechanism, which makes it possible to fully unleash the potential of our country.
