Abstract: Diversified development of the region's industry requires the use of special approaches to improve the efficiency of enterprises belonging to different industries. There are many scientific developments in the formation of enterprise associations, including the historical experience of the Soviet era. The article analyzes studies on effective association of enterprises, including not only the formation of industrial "hubs", but also modern ones associated with the creation of alliances, holdings, clusters and other forms. One of the important modern trends is the consideration of the environmental factor by enterprises in the context of ensuring environmental and economic safety. The article considers the features of the formation of a coal chemical cluster based on environmental and economic safety. It proposes an enlarged scheme of an environmentally friendly coal chemical cluster built on the principles of greening and including environmental-technological, environmental-organizational and environmental-economic solutions that reduce the negative impact on the environment without losing the financial performance of individual enterprises. The conducted research has practical significance for the development of plans for sustainable development of an industrial region based on the synergistic effect of a coal chemical cluster built on the principles of ensuring environmental and economic security.
