Abstract: The article considers the ways of import substitution network clustering in the Russian economy, which is under the influence of unprecedented sanctions and restrictions. The purpose of the study is to clarify the definition of an import substitution network cluster, formulate the foundations of a digital ecosystem for its investment. The role of the fintech capital market segment in the development of collective investment of autonomous investments of competitive industries for the domestic market is highlighted, combining sources of capital, forms of its movement, with network digital technologies of Industry 4.0. The centerless extraterritorial essence of the network cluster of import substitution is considered, the main directions of development of its investment ecosystem within the framework of the state policy of import substitution are proposed, including target programming of technological modernization of enterprises, provision of tax and credit benefits, subsidies along production chains for end-to-end technologies, creation of centers of network technological cooperation and international innovation-technological, production cooperation.
