Abstract: The article presents an analysis of innovative development of enterprises in the extractive segment of the oil and gas industry based on the analysis of global industry challenges. The purpose of the study is to analyze approaches to innovative development of oil and gas enterprises in the context of transition to Industry 4.0 and to develop recommendations for the formation of technological strategies in the context of current global trends. The challenges facing the Russian oil industry are highlighted, such as deterioration of the mineral resource base, development of infrastructure for reorientation of flows, modernization of refineries and development of petrochemistry to cover domestic demand. The approaches to the analysis of innovative development of the modern oil and gas industry are considered, including cluster, platform, innovation and infrastructure, institutional, investment and resource, digital, "Industry 4.0". A conclusion is made about the feasibility of global application of the methodology for assessing the innovativeness of technological strategies of oil producing companies in the country. A methodology for assessing the innovativeness of enterprises in the oil producing segment based on the analysis of the innovative development of these enterprises is proposed. A list of criteria has been defined and the innovation rating of oil producing enterprises has been calculated. Recommendations for the implementation of the innovative potential have been formulated.
