Abstract: The article considers approaches to the formation of the state structural policy of import substitution related to the definition of its purpose and objectives, key subjects, directions and instruments. The purpose of the study is to determine the institutional, financial, organizational and cluster conditions for the production of competitive products in the manufacturing and high-tech sectors, ensuring competitiveness compared to foreign manufacturers. The main tasks facing the state structural policy of import substitution include: ensuring the inflow of investments into the modernization of import-substituting enterprises, replacing generations of technologies in the industries of the manufacturing sector to the level of Industry 4.0, developing public-private partnership of import substitution, changing the cluster structure of production for the domestic market, and getting out of the institutional traps of import substitution. The main subject of the state structural policy is public-private partnership. The methods used in the study include structural analysis and synthesis of the main provisions of the state structural policy. The main forms of public-private partnership of import substitution are shown: investment contract of life cycle, project-modernization partnership, partnership on introduction of advanced technologies. The complex of its instruments is recommended – cluster-market, platform-technological, institutional, financial-investment. The graphical scheme of formation and implementation of state policy of import substitution is presented.
