Abstract: The article reveals the social basis of the neo-industrial structural shift necessary to overcome the deindustrial trend in the Russian economy, which is subject to increasing external shocks and sanctions. The object of the study is the formation of a neo-industrial social group that ensures a radical increase in labor productivity in the context of its digital intellectualization. The purpose of the study is to determine the scientific provisions for the formation of the social basis of the neo-industrial structural shift in the Russian economy, in the context of increasing its resilience to external shocks. In accordance with it, the composition of the social group necessary to initiate the neo-industrial structural shift is defined as follows: students and employees of research institutes and universities, the engineering corps of the manufacturing and high-tech sectors of the economy, innovative entrepreneurs and managers. The measures of state policy necessary for the elitization of the neo-industrial social group are proposed: the formation of a single state fund for financing industrial orders for the training of highly qualified personnel, target programming for accelerating the reproduction of human capital, the establishment of a public-private partnership for the provision of personnel for neo-industrial development, the creation of international groups of developers of advanced technologies of Industry 4.0, the provision of tax benefits for employees of innovative firms.
