Abstract: In the context of the need to reduce the environmental load on the ecosystem and restore the disturbed balance as a result of anthropogenic activities, as well as to solve the acute issues facing society and the state regarding the disposal and processing of waste, Russia’s transition to a circular economy and recycling is becoming not just strategically important, but life-sustaining task. Modern conditions for the development of the Russian economy, determined by large-scale sanctions restrictions, technological and market shocks, significantly narrow its ability to lengthen production chains and establish a circular model. Against the background of the inertia of structural processes in the national economy, such a prospect threatens to deepen technological backwardness and conserve the processes of development of recycling and recycling. These relationships stem from the fact that recycling of production and consumption is impossible without access to closed-loop technologies and innovations in the field of waste management, disposal and processing. Moreover, the production of energy and raw materials from waste requires the introduction of appropriate advanced technologies and the development of processing infrastructure. In this regard, the development of an advanced technological platform and the creation of import-substituting technologies will determine progressive structural changes in the national economy and its progressive movement towards a closed-cycle model.
