Abstract: The article examines the social foundations of economic security, which are ana-lyzed in the complex of structural changes in the national economy in the context of increasing sanctions pressure. The author's understanding of social security is given as a condition for achieving progress in social relations and increasing the social well-being of the population in the process of overcoming the consequences of negative structural changes that arose at the initial stage of market transformations. The connection between the need to form the social foundations of economic security in Russia and overcoming the consequences of structural desocialization is shown. The object of the study is the phenomenon of social security and its implementation in the conditions of the Russian economy, the subject is the formation of social groups and relationships that are resistant to the effects of shocks and sanctions, and determine the development of society that is safe from an economic point of view. The purpose of the study is to develop the basic provisions for the formation of a stable social group – an “innovative class”, the activity of which is determined by such factors of economic security as technological sovereignty, the provision of modern resources and the financial independence of the state. In this regard, the article presents recommendations on the use of government structural policy instruments, including tax incentives.
