Abstract: The article examines the place and role of technological sovereignty in ensuring the initiation of a neo-industrial structural shift in the Russian economy. Approaches to the study of technological sovereignty are considered, and a conclusion is made about the need to associate it with changes in the structure of reproduction – the “core” of the neo-industrial structural shift. The object of the study was the acceleration of technological development of the economy; the subject was the movement towards technological sovereignty with technological parity as the starting point of this process. The purpose of the study is to show the types of technological sovereignty in relation to the neo-industrial structural shift, formulate its functions and show ways of achieving it. The author's approach is presented, combining the goals and directions of existing research on technological sovereignty, its principles and types, a set of conditions and factors for moving towards it. As a result of the analysis of the methodology of technological sovereignty, its connection with the neo-industrial structural shift in the Russian economy in the context of external shocks was clarified.
