Abstract: The article considers conceptual models of import substitution presented in the world and Russian economic literature – autarkic, catching-up and neo-industrial, initiation in the most externally competitive sector, re-engineering, re-industrialisation and regionalisation of production, development in the system of links between national and transnational companies, as well as "innovative donation" of the defense industrial complex. The paper considers specific cases of implementation of these models in the international practice of the second half of the XX century. These models include intra- and externally-oriented, mixed. The object of the study is import substitution as a form of structural transformation of the economy; the subject is the formation of the import substitution model in the Russian economy in the conditions of sanctions and external shocks. The aim of the study is to formulate the main provisions of import substitution modelling in Russia in the context of initiating structural shifts of neo-industrial type to increase the shock-resistance of the economy. The concept of formation of the import substitution model in the Russian economy as an open process oriented to the domestic markets of final demand goods and means of production, as well as to the external markets of products of the most competitive industries of manufacturing and high-tech sectors is formulated.
