Abstract: The article presents a methodology for monitoring the impact of unfriendly state sanctions and foreign market shocks on the Russian economy – specifically on the spheres of reproduction and technology. To fill the existing gap in providing such monitoring, the methodology proposed by the authors contains its regulatory framework, functions and principles of implementation, a list of sources of primary information, recommendations for the selection of indicators, their analysis and interpretation; The mechanism for monitoring is shown. The results obtained make it possible to form a certain set of registers to display the dynamics of the sanctions and shock effects, which is necessary for the transition to forecasting changes in the technological structure of savings and their regulation in order to develop import substitution. The details of the author's recommendations for monitoring are presented in the article in the form of its stages identified by the authors, at which a comprehensive picture of the impact of shocks and sanctions on the core of the import substitution process – reproduction and technology – should be formed.
