Abstract: The article presents a methodology for studying structural shifts in the context of neo-industrial development and in conditions of external shocks. The main ap-proaches formulated in the works of Russian and foreign authors are considered. The object of the study is given as a neo-industrial structural shift – a change in macro- and meso-economic proportions of a special type. The purpose of the study is to formulate the main methodological principles of the study of neo-industrial structural shift in modern conditions, characterized by the increasing role of various shocks as a force constraining economic development. The connection between the neo-industrial structural shift and increasing the stability of the national economy to external shocks is considered, and the core of such a structural shift is highlighted. The principles of the neo-industrial structural shift are shown, the areas of its initiation are highlighted, in which there is a transformation of economic relations and the development of productive forces to the level of Industry 4.0. As a result of the analysis of the methodology of neo-industrial structural shift, its connection with the achievement of technological sovereignty of the Russian economy in the context of external shocks was clarified.
