Abstract: At the present stage of development of the Russian economy, the priority direction is to intensify innovation activity, as there is a systematic transition from the raw-materials export model of development to an innovation-type model. The article discusses the definitions of the innovation environment, innovation infrastructure, competencies including those formulated by Russian and foreign scientists; a decomposition of the innovation environment subjects has been developed on the basis of the scientific and methodological center of a branch university as an inno-vation infrastructure subject. The purpose of the study is to identify the influence of an innovation infrastructure subject on the formation of an innovation environment. To achieve this goal, such general scientific research methods were used as analysis, including legal documents, comparison, synthesis, formalization and modeling. The object of the study is the decomposition of the innovation environ-ment subjects on the basis of the scientific and methodological center of a branch university as an innovation infrastructure subject, and the subject is the competence of management personnel working at enterprises. The main result of the study is the developed decomposition of the innovation environment subjects on the basis of the scientific and methodological center of the branch university as an innovation infrastructure subject.
