Abstract: The article reveals the issues of insurance in the intellectual property (IP) market, focused on the development of the coal-mining region. Activation of innovative development of developed countries' economies has contributed to a significant increase in the risks associated with the IP rights of organizations. The fact of development and approval of GOST R 70484-2022 "Intellectual Property. Risk Insurance" and other standards in the IP field emphasizes the relevance, demand and timeliness of issues related to the development of the IP market in Russia, including aspects of IP insurance. The purpose of the study is to identify and sys-tematize the factors of development of the market of insurance services in the intellectual property sphere in the coal-mining region and to develop an insurance model to minimize risks in transactions with rights to results of intellectual activity (RIA) on the basis of Russian and foreign practice. The methodological basis of the study was formed by general scientific methods: analysis, including PESTEL-analysis and SWOT-analysis, systematization, modeling. As a result of the research, the factors of development of the insurance services market in the intellectual activity sphere in the coal-mining region were identified and systematized; an insurance' model was developed to minimize risks when executing pledge transactions with rights to RIA; the analysis of the best insurance practices of transactions with rights to RIA in Russia and abroad was carried out; recommendations were formulated for the development and subsequent activation of insurance in the field of IP.
