Abstract: The relevance of this article is due to the growing interest in digital development and digitalization in general. Research on the level of digital development includes the analysis of various components and the effect of import substitution is one of them. The import-substituting effect of digital technologies will ensure technological independence and digital security, and increase economic indicators. In this article, the author's definition of the import substitution effect is proposed, and the problems and difficulties arising at the stage of implementation of the import substitution process are also considered. The algorithm of application of the project approach to the assessment of the import substitution effect is presented; the factors on the basis of which two modules of indicators of the assessment of the import substitution effect are proposed are analyzed.
