Abstract: Features and conditions for the functioning of the country's budgetary system are determined by the prevailing conditions for its functioning from the moment of its formation. The role of the Treasury not only increases over time, but also tends to expand its functionality. This trend is due to a number of factors, among the main ones is the need to complete all stages of the budget process based on the prin-ciples formulated in the Budget Code of the Russian Federation. At the regional level, the role of the Treasury is growing, as the implementation of national projects takes place on the ground and, therefore, the need to control the correct and efficient use of federal funds increases significantly. The study of modern ap-proaches to the treasury execution of budgets at the regional level has shown that there is a process of modernization based on the use of digital technologies and, as a result, an increase in the efficiency of control of the Treasury bodies. In this article, on the example of the Kemerovo region-Kuzbass, the main stages of the formation of the Treasury of Russia are investigated, the main directions are identified, and the need to introduce new tools for its functioning is substantiated. It has been established that for the effective implementation of the budget process, it is necessary to take into account the peculiarities of the socio-economic situation in the region.
