Abstract: This article discusses the issue of the movement of the Russian economy towards technological sovereignty, which under the conditions of sanctions pressure acts as the basis of technological security as an important component of national economic security. The authors proceed from the priority of Industry 4.0 technologies, which determine international competitiveness in the long term, in ensuring technological security, in the context of the main directions of the National Security Strategy of the Russian Federation. The article analyzes approaches to the study of the phenomenon of technological security in the context of the movement towards technological sovereignty, highlights the directions, conditions and limitations of this process. The main conditions include maintaining Russia's technological superiority in a number of industries and markets, accelerating the reproduction of the human and material capital of the research sector, and improving its information and network structure. The methodology of the presented study is a structural analysis of the phenomena of technological sovereignty, technological and economic security, consideration of the dynamics of its indicators and identification of key trends. Particular attention is paid to the formation of the technological platform of national patented technologies, its tasks are defined and the role of foresight forecasting in its development is shown. For development purposes, tax, institutional, and organizational measures have been proposed, including the improvement of the system for training highly qualified personnel to manage inter-cluster and cross-platform communications.
