Abstract: The evolution of views on the role of the state is due to objective socio-economic processes. Approaches that best met the national and public interests, contributing to the solution of urgent socio-economic problems, were widely used throughout the history. Within the framework of the traditional paradigm, the state and the market were considered as opposing sides, which alternately assumed the leading role in accordance with the specifics of the current conditions and the tasks that society faced. A retrospective review of scientific ideas about the economic role of the state in terms of two distinguished poles allows speaking of a wave-like movement between opposing theories, each of which was expedient in a certain period of time, but lost its efficiency when external conditions changed and / or as internal systemic contradictions accumulated. The modern world is characterized by unprecedented dynamism, which determines the increased requirements for the adaptability of national-state economic systems, which can be ensured in the context of a new paradigm that reflects the softening of the rigid dichotomy of the market and the state. Тhe experience gained in the field of state regulation should be generalized and systematized taking into account the interdependence of market and state institutions
