Abstract: In the context of an unprecedented increase in sanctions pressure and the cur-tailment of technological cooperation, it became obvious that without technological modernization and diffusion of end-to-end technologies that correspond to the avant-garde areas of domestic demand for innovation, the risks of Russia's eco-nomic and geopolitical security and the loss of its international competitiveness increase many times over. The transformation of the concept of import substitution, taking into account the new course towards achieving technological sovereignty by the country, is gaining relevance, which requires a qualitatively new approach to modeling the structure of import substitution, which will reflect its key areas that can fill in the missing elements of production chains and change the productivity of existing industrial production. Modeling the structure of import substitution in the Russian economy should become an important component of the state's structural policy in the process of shifting emphasis from supporting export-oriented raw materials to domestically oriented manufacturing and high-tech industries.
