Abstract: The Siberian Federal District regions are of great importance for the country's economy, as they have significant resource potential due to the scale of the occu-pied territory. At the same time, these regions are characterized by uneven human capital distribution, which in modern conditions is one of the key factors influencing the territories socio-economic development. In the presented research, it is proposed to consider the results of the analysis of human capital’s accumulation and usage balancedness in the Siberian Federal District regions, obtained using the author's methodology of human capital’s interregional balance. As a result of the analysis, the imbalance of the regions was revealed both within their territories and at the interregional level. Intraregional imbalance is caused by the discrepancy between the conditions in which human capital is used and its accumulated value, which leads to a decrease in the efficiency of human capital usage and its partial loss. The assessment of interregional balance made it possible to establish development scenarios for all regions of the Siberian Federal District and propose some mechanisms that can be used in the framework of regional policy implemen-tation to ensure effective conditions for human capital’s accumulation and usage. The results obtained, as well as the proposed mechanisms, can be used by regional executive authorities in the development of conceptual strategic planning documents
