Abstract: The theoretical search for approaches to prevent crisis and stagnation processes in the national economy has led researchers to consider theories of shocks that are endogenous and exogenous in nature. Within the existing challenges, the authors of this article consider the technological (exogenous) component of the shock impact on the economy, with its characteristic principles of functioning of national socio-economic interactions. In relation to the Russian economy, the problems of innovative development in the conditions of external technological shocks are considered. The research hypothesis can be formulated as follows: the problems of the sensitivity of the Russian economy to external technological shocks are associated with a series of negative structural shifts that occurred during the reform period; therefore, the possibilities for accelerating technological development lie in the plane of improving structural policy. As part of the study, the main problem areas for the development of a system for stopping external technological shocks were identified. The principles of regulation of protection against technological shocks for the purposes of the implementation of state programs of innovative development are disclosed and the possible results of their implementation are shown.
