Abstract: The economic development of the country is largely determined by the nature of structural changes, their relationship with changes in social needs. Such changes, summarized in structural shifts, initiate long-term economic growth if they are caused by the accumulation of a certain “critical volume” of innovations. These innovations, changing the structure of the economy, bring it to the neo-industrial path of development, which is characterized by an increase in labor productivity in all sectors of the economy, gradually spreading from the "core" of technological modernization. The need to synchronize the development of such a "core" with changing social needs means a series of controlled structural shifts, which are based on a technological platform of a new type. The need for such a platform determines the purpose of this article, which is to scientifically analyze the evolution of the technological foundations of the neo-industrial structural changes, the implementation of which requires new connections between the subjects of the innovation process – the state, business and science. To achieve this goal, such tasks as controlled changes in the institutional environment, parallel innovative modernization of raw materials and manufacturing industries, acceleration of the reproduction of fixed capital, network clustering of innovative activities, and devel-opment of human capital of the sixth technological mode must be solved. The results of the study presented in the article include the principles for implementing structural shifts in the new economic model, long-term and short-term factors in the formation of their "core", ways to stimulate the technological platform for innovative development.
