Abstract: The acceleration of the process of digitalization of the economy and society today has led to the formation of new public needs for publicly available digital goods, which determine an important aspect of the quality of life – digital well-being. Such benefits, becoming non-excludable and indivisible, cannot be created by IT corpo-rations that restrict access to information in pursuit of individual interests. In the process of monopolizing the information market, “digital capitalism” is emerging, leading, on the one hand, to an excess of consumption of unreliable information, and on the other hand, to an uneven distribution of information that forms digital well-being. Modern neoliberal capitalism causes the "commodification" of information as a public good, making it inaccessible to the masses. The entry of the largest IT companies into the global leaders in profit, capitalization and employment further increases the digital divide. With this in mind, the purpose of the article was to search for opportunities for pursuing a policy of digitalization of the economy, taking into account the growing need for digital goods in public demand. To do this, it is necessary to solve such tasks as relying on the principle of techno-realism, developing competition in the IT sector of the economy, leveling international information and technological differences, and forming digital competencies of the population. In turn, this requires the development of social entrepreneurship based on digital platforms for creating public goods.
