Abstract: The modernization and development of economic systems is determined by the continuity of dynamic transformations, which are caused by structural changes in different directions. Modern conditions for the acceleration of innovative develop-ment in technologically advanced countries require the search for scientific ap-proaches to the study of transformation processes in which human capital is directly involved, the study of the patterns of its reproduction in the system of structural changes, the ability to transition an intensive type of economic development to a stable state for a long term. For the Russian economy, with its technological lagging behind and narrowing of the reproduction of human capital, this is becoming a matter of primary importance. Initiation of positive structural changes that ensure an increase in the degree of science intensity and processing of raw materials in industry, high-tech employment and exports – all this begins with radical changes in the reproduction system, including changes in the qualitative composition of human capital. Such a person-oriented structural transformation of the economy should have its own form, which is best matched by the mechanism of interactions between the state, subjects of research, industrial sectors, and civil society, called the “quadruple helix”.
