Abstract: The liberal market theory of economics, adopted in industrially developed countries, determines the militaristic orientation of the use of information technologies. In this regard, there was a real threat of destruction of natural conditions necessary for human life. To prevent this threat, it is proposed to create a global system of institutions to ensure the environmental safety of the use of information tech-nologies, directing countries to the transition from a "war" economy to a "coopera-tion" economy. This would make it possible to organize such a use of the biosphere, which does not threaten it with degradation as a systemic integral natural organism. Developing the concept of the "cosmic-planetary" conditionality of the evolution of the biosphere, it is proposed to consider it in the system of cosmic-natural unity, as a single energy-informational space. To prevent global environmental problems, it is proposed to use a new economic theory, the subject of which is Homo Cosmicus. The creation of such an economic theory requires an understanding of the emerging possibility, when using information technologies, to influence the natural environment in an infinite space-and-time perspective, which changes the content of many economic categories, and the goals of information technology development gain a long-term orientation. The necessity of introducing the concept of "cosmo-ecological" morality is shown. All the above proposals, according to the authors, require a refusal to liberalize culture, science and education.
