Abstract: The problem of Russian small business development is turning from meso-economic to macro-economic as the search for reserves of social-and-economic stabilization in conditions of recession, technological stagnation and sanctions pressure. World experience demonstrates the key role of small business in creating jobs, personal and government revenues, GDP production and innovative development. At the same time, throughout the entire period of Russian reforms, small business remains the least capitalized and infrastructure-provided segment of the economy. State regulation of small business in Russia is carried out non-systematically and contradicts the principles of managing subjects of a competitive market, and its scale of state support does not correspond to the scale and functions of the business sector in a market economy. In this regard, the study of the possibilities of applying the system-structural approach to the regulation of small business in the Russian economy acquires a special role.
