Abstract: According to the interdependence of Russian economic growth and volatility of the world market, there is an objective need to form a compensatory mechanism of the externalities’ negative impact on the economic development of the national system and structural dynamics. The structural component of development is constantly affected by economic waves of different duration, but this impact, as economic practice shows, is interdependent. Unfortunately, to date, cyclical and structural processes are studied as separate and unrelated economic phenomena. The purpose of this work is the theoretical justification of the cyclic dynamics of the economic system as a factor of structural and technological transformations. The research methods are based on the results of evolutionary theory, which proved that structural transformation is inevitable under the influence of cyclic dynamics of different directions. Modeling of the formation process of the national economy structure is described in the paper. A model of the structure based on the inclusion of the cyclicity factor as an endogenous variable is proposed.
