Abstract: In the development of methodology of structural analysis of the national economy, it is important to take into account periodic changes in the global economic system, leading to the formation of new elements, their interrelationships, phenomena caused by the transformation of their interactions. The problems posed by the emergence of new structural genesis factors in the course of global diffusion and cross-sectoral transfer of convergent technologies, the emergence of new forms of human capital involvement in modernization processes update the analysis of the driving forces of structural shifts. Their translation into factors of radical structural transformation leads to the structural shifts, the effects of which have not previously been studied and are therefore poorly predicted, in relation to the targets and tools of structural policies. The purpose of the article is to identify the main factors influencing structural shifts in economy. Methods of research are presented in the form of synthesis and analysis of existing works on this topic. The practical significance and main conclusions of structural-factor analysis are to define a target basis for the formation of effective structural policies that take into account the realities of modern economy, the structure of which is becoming increasingly determined by innovation and technological changes.
