Abstract: The problem of overcoming the technological lag in the Russian economy is decisive for both the development of structural policies and the development of anti-recessive measures. Its solution is possible only in the course of a positive structural shift, the core of which consists of the processes of inter-industry transfer and diffusion of innovations that radically change industrial and reproduction proportions. The main factors of the process of structural changes today are convergent technologies, on the basis of which a radical modernization of the industrial complex takes place. Developed countries of the world are characterized by a high level of innovations diffusions into the structure of economy, and their competitive advantages are due to the high share of knowledge-intensive industries, focus on the research and development, and the maintenance of industrial production on a new convergent-technological basis. The transformation of the reproduction system takes place in the form of shortening the life cycle of innovations, accelerating the accumulation of scientific knowledge, and spreading technological convergence at the level of global information, cognitive, and nanotechnology clusters. As a result, new mechanisms for investment in innovation, modernization of the means of production and economic activity are being formed.
