Abstract: The current stage of structural changes in the global economy is due to the transi-tion to a promising scientific and technological paradigm. There is a transformation of the entire reproduction process, which is accompanied by technological, organi-zational and institutional changes. In the conditions of the emergence of a new technological revolution, there is an acute problem of overcoming the technological lag. The structure of the Russian economy is a deterrent to its innovative develop-ment. The transition to a promising technological order is hindered by the raw ma-terial orientation of the development of the Russian economy, the trend of techno-logical dependence, the amorphism of economic growth and its quality. The nega-tive structural shift of the Russian economy during the period of market reforms is largely due to the underdevelopment of the institutional framework of the state’s structural policy. Progressive structural and technological changes are not possible without improving the quality of institutional structures. The low level of institutional conditions and structural efficiency are today limiting factors for increasing the com-petitiveness of the Russian economy. The article identifies vectorial trends of mod-ification of institutional structures, and transformation of the institutional system in terms of its levels is analyzed. The assessment of the institutional environment of the Russian economy is given.
