Abstract: Currently, the development of market reforms of the Russian economy is experi-encing significant restrictions on the part of its structure, the transformation of which is constrained by a number of inertial factors. In modern conditions, when a new technological breakthrough is accompanied by global and national economic insta-bility, the inertial regularities of structural changes are modified, showing new con-tent and forms of manifestation. This explains the fact that the dynamics and nature of structural shifts are greatly influenced by the processes in the reproduction sector of the economy, which form the investment basis for changing the proportions of factor markets, savings, capital accumulation and consumption, inter-sectoral dis-tribution of resources and the national product. Therefore, inertia of structural changes is associated, on the one hand, with the involvement of large amounts of materialized capital in the form of means of production in the reproduction process. On the other hand, it is largely associated with the development of economic rela-tions in the reproduction system, genesis and resolution of their contradictions, and this process is enriched feedback, thus forming the model of the structural-and-inertial paradigm of economic development.
