Abstract: Applied to Russian economy its neo-industrialization implies, above all, the resto-ration of its place in the global industry as a technologically advanced economy. This means an increase in the share of processing industries to more than 65% of GDP (compared to the current level - less than 35%). In turn, the reconstruction of the manufacturing sector of Russian economy should take place on the most modern technological basis, with a promising entering of the industry to the global level of competitiveness. A key role in this process should be assigned to import substitution, the neo-industrial nature of which is intended to guarantee the use of domestic demand potential, primarily for the means of production, in order to ensure technological modernization of industry. Such neo-industrial import substitution should be connected with the creation in national economy the new links of global production chains which were lost during the period of market transformations and the de-industrial negative structural shift.
