Abstract: In modern conditions of high mobility of the external environment, due to technol-ogical dynamism, contributing to the formation of a post-industrial economy, against the background of inevitable threats of an objective and subjective nature, the need to achieve a progressive and safe state is a decisive condition for the movement of the socio-economic system along an upward trajectory. The consequences of structural imbalances in the Russian economy, expressed in the low competitiveness of the export-and-raw material model of the national economy, predetermined the absence of a long-term basis for entering the trajectory of progressive and safe socio-economic development. In this article, the solution to the presented problem is proposed in the form of an immediate change in the model of functioning of Russian economy due to its structural modernization. It should be based on the new industrialization of the national economy based on the formation of an advanced technological platform. In the conditions of disunity of interests of various actors in the Russian economy, the provision of structural modernization is impossible without the necessary efforts of the state aimed at correcting structural imbalances by ensuring progressive structural changes. This requires a change in the principles and direction of economic policy, as well as the creation of a mechanism for state forecasting and indicative planning of the economy.
