Abstract: The article gives the historical analysis of land relations evolution in European coun-tries and its transformation in Russia as well as it shows a change in the concept of land private ownership to a system of restrictions of rights in their implementation, which is intrinsic to the modern economy. The absence of the private land owner-ship institution evolution in Russia has led to the fact that, unlike other countries, the state and society in Russia do not have effective mechanisms for the constitu-tion of the above-mentioned right. Author studies the modern mechanism of state regulation of land relations, which includes both new forms of administrative and legal state regulation of land relations, land protection, land use, and more effective economic instruments for managing territorial planning, land circulation, mortgage lending, etc. The paper gives the classification of modern tools and methods of land policy, which allow regulating the development of the country regions more effec-tively with the help of economic measures of influence. The proposed methods and instruments provide for the land market complex regulation and form an economic mechanism (which is linked with administrative and tax impact) of land relations regulation in the private property development conditions. Author shows that eco-nomic growth is impossible without public integrated effective land policy, which is a fundamental part of the overall economic policy of the state, which, in addition, reduces corruption risks and gives dynamism to the processes of economic devel-opment modernization. It is concluded that in Russia the land policy should provide the transfer of a greater number of powers to the regions and municipal authorities and to provide the active use of land management tools while simplifying legal norms and rules.
