Abstract: For the past three years of a targeted state policy supporting non-primary non-energy exports of small and medium-sized enterprises in the regions of Russia their number has increased significantly, but the role in the raw materials export of the Kemerovo region has not changed much. The factors hindering the dynamic growth of the region's export potential remain crucial for the majority of entrepreneurs and do not depend on the "support institutions" efforts, and are typical for small businesses in general: barriers and restrictions on entering the market, lack of financial resources and support, information vacuum and, as a result, low interest. The article is devoted to analysis of dynamics problems and promising directions of development of export potential of small and medium enterprises of the Kemerovo region with its mono-raw structure of economy and foreign trade in the context of growing business migration to other regions of Russia.
