Abstract: The long-time implication of raw material development model in the 2000th brought Kemerovo region (Kuzbass) to the fact that under the influence of various external factors (world raw materials market’s price collapse, reducing energy consumption, actively developing renewable energy sources, global climate policy declaring the transition to a more environmentally friendly clean fuels, etc.) and internal factors (coal displacement by natural gas), this Russian leading coal-mining region found itself in a situation of deep structural crisis. The long-standing social and economic problems have become aggravated, new risks have emerged. Until now, there has not been a diversification of production of the regional economy leading branches – coal mining, metallurgical, chemical production, the breakthrough of Kuzbass enterprises and companies into the world market of the products of raw materials deep processing has not been realized. In many respects, the shift of the Kuzbass economy to the trajectory of innovative development and the growth of the added value created by the regional economy is connected with the modernization of its institutional system. A key role in it should be played by development institutions that reduce the transaction costs of innovation activities and technological modernization of the industry. This article is devoted to the analysis of the potential of the development institutions in Kuzbass for changing the regional economic model.
