Abstract: The relevance of the study can be explained by the fact that, on the one hand, there is an urgent need for neo-industrialization of the mining region, and on the other hand, this issue has been poorly worked at theoretically and methodologically. In this article, an attempt is made to present a model of regional neo-industrialization in its expanded interpretation, which includes, along with economic, technical and technological principles, also the principles of ecological and social balance. Without them, neo-industrialization will not be effective to the full. At the same time, it is necessary to restore science and education in order to preserve and multiply the human potential of Russian society as a whole and its regional communities. The purpose of the study is a theoretical analysis of the environmental and social aspects of neo-industrialization in the mining region. The research methods include the elements of system analysis. The scientific novelty of the results of the study is in elaboration and development of the conception of neo-industrialization in terms of environmental and social aspects in relation to the mining region. The result of the theoretical analysis is the substantiation of the complexity of the conception of neo-industrialization of the mining region in ecological-socio-economic unity. The concept of neo-industrialization of the mining region should take into account its natural (ecological-geographical), anthroposocial and industrial peculiarities. The conception of neo-industrialization of the mining region should reflect the multilevel of neo-industrialization: macro-, meso- and microlevels. The proposals developed for these areas can be used to create a comprehensive conception of the neo-industrialization of the mining region.
